LOTJs cargo system provides plenty of opportunities for governing clans to
generate revenue from their planets. Besides collecting taxes on each cargo
purchase and sale, clans can sell cargo pass permits on a per-planet basis 
using leadplanet cargopass that allow players to access that planet's cargo
network. Alternatively, planetary leaders can declare a planet a freeport,
meaning no cargo permit is needed, using leadplanet freeport.
 
Governments also have the ability to issue a total halt to a planet's cargo
trading, permit or not, using leadplanet embargo. 
  
Governing clans will need to be on the lookout for smugglers not paying their
dues by trafficking in contraband...
