help 'military presence'
Each planet has a military presence value from 0 to 100 for each government clan which represents that clan's military force there. An approximation of the current government's military presence is shown on PLANETS. Use, but players can use SMALLTALK to get more detailed information about any clan's presence. Effects: Military presence of the current government will work to suppress crime as long as it is higher than the crime rating. This scales, so a higher military will push crime down faster and keep it lower. Military presence also determines how many police mobs will spawn. The formula is: (current presence / 5) + 2 police mobs. To capture one of your planets, another clan must have 25 higher equal military presence, so higher military presence means it will take longer for them to capture. Affecting military presence: Military funding: Using LEADPLANET, the current planet governor can set the military funding level from 0 to 75. This represents the target military presence and, assuming crime is kept below it, military presence will rise to this level slowly over time. * To raise presence past 75, one of the below actions must be taken. If military presence is higher than the planet's military funding level, it will fall by 2/hour until it hits the funding level. Clans who don't currently own the planet will also lose 2/hour. Blockading: Blockades can be used to block the current government's military presence from rising passively. See HELP BLOCKADE. Killing citizens: Murdering the locals is one way to express your military might. It will increase your clan's military rating by 0.25, whether it's your planet or not. Killing police: Killing police mobs will reduce the current government's presence by -0.5. If a planet is UFG, it also increases the rating for the killer's clan by 1. (Government clans only) Tips: * If you're having persistent issues with crime on a planet or think an enemy clan may try to take it from you, raise military spending to 75. You may need to raise taxes a bit to pay for it, but a military level of 75 will make it much harder for crime to take hold and will require another clan to do more work to take the planet from you. * Consider 20 military presence as a bare minimum. Near this number, it can be very easy for crime to take hold and surpass your military levels. See Also: CRIME, 'PUBLIC OPINION', LEADPLANET, CAPTURE, 'CLAN EVENTS'
