There are two ways to capture planets: By military force or by getting the public to like you a lot more than the current government. By Military Force To take a planet by force, your military presence there must be at least 50 more than the current government's military presence. In practice, this means you'll need to both lower theirs and increase yours. Blockading a planet will do both of these over time, but it can take hours to move the numbers enough with blockade alone. To speed up the process, depending on your clan's morals, you can bombard the planet from orbit, kill police, or kill citizens on the planet. Good clans should probably stop at killing police, but if you're an evil clan, you'll find it fastest if you do all three of these actions. Bombardment and killing citizens significantly lowers the planet's public opinion of your clan, but fortunately for you, this isn't a factor for military capture. The planet may hate you for weeks to come, but just keep your military presence there high for a while after you capture it to offset the effects of this. By Public Opinion If your clan's RP is more focused on being benevolent, you will find it easiest to capture planets by swaying public opinion. To capture a planet this way, their opinion of your clan must be 50 higher than their opinion of the current government, and your clan's military presence must be at least equal to that of the current government. Swaying public opinion may be the easy part. If the planet dislikes the current government already, it might just take a bit of propaganda, either for your clan or against the government. Increasing the crime rating (with inspirecrime or by bribing police) is another way to help this along nonviolently. You will still need to at least equal the current government's military presence, however. This can be achieved by keeping up a blockade, which does not negatively impact public opinion of good-aligned clans, and killing your enemy clan's police mobs when they spawn every 20 minutes.
