Would it surprise you all to know that currently, it does.
Excluding Bith and Nemoidian, there are perhaps 4 races that can be freed from their app only shackles. The rest do indeed fall under the category of restricted – taung/sith/whill/lorellian/warriorraces/unique app races, or specific roleplay races.

Take Hapan for an example. It should be app only in era 1 (because, depending on the time in era 1, the Hapes Consortium is either still Lorellian, or still isolationist), hella expensive in era 2, and less expensive in era 3.

I was under the impression that Hapans were closed, rather than app only. I frequently wonder why we don’t just take them out if you basically can’t play them… but I agree with RJ. Mostly because he was agreeing with me. …Why [i:3alxbed0]are[/i:3alxbed0] Hapans app-only/locked/era-restricted/whatevertheyare? Is there a reason beyond "Everybody is still tired of them after last TL’s Era 1"?

Daljo did Hapes really well during the Neru Bas TL, I thought.Back on topic, though, I think what Kora and I (to presume a bit) might have been getting at, among other things, is "why are some races closed?"
It’s Star Wars, people, not a biological study of New Guinea. Extinction isn’t an end-all, be-all in Star Wars. App-only should suffice if they’re REALLY rare, and a high cost if they’re merely uncommon. Sure, most apps will be denied, but maybe one won’t–and maybe that one rogue scientist’s clone of an extinct race ("Mandalorian Park" on two islands on Wroona, anyone?) will be an awesome and unforgettable influence on an era’s storyline.

After discussion with Anna, the only ‘App only’ races next era will be those that either completely don’t fit with the era and belong in a strict timeframe (Older Republic or Empire, those belonging in the NR timeframe will be available) or those considered uber-rare or ‘plot’ races.

Everything currently available, plus:
Bith, Nemoidian, Hapan, Kaleesh.
Draethos will not be available, but they have now been changed so that in future timelines they will be available in both era 1 and 2.
Changes 630 will be updated as I go, so keep watch on that one for any changes.

I have been curious about this for a while now, so i figure it is time to ask since it kinda fits in here.
If I have a character, like a jawa, and I have him maxed out, and you guys make changes to jawa’s so they have 10 less modifiers in one class, do I lose levels on that character due to the change, or does that change only affect characters made after the change?

If a race loses levels and you are already maxed out in that class, you won’t lose levels. if a race is set to -gain- a level bonus, you will notice in your score that every existing character for that race adjusts accordingly with a handful of shiny new levels to attain.
