Agreed. The fundamentals of the point system don’t need work. It’s just the details of how you get them and what you can do with them that need a bit of tweaking.

Also, the point system does NOT need to be modified so that you automatically get 3/4 of the cost + points you qualified. If anything, the requirements for your character to qualify have to be adjusted so that online hours while unafk and unbotting > classes maxed out, which I do not think is the case right now.
It’s a fine economy that you don’t want to screw up.

I’ll start by saying that I don’t like the idea of splitting up points into two categories either, primarily just because it adds unnecessary complication.However, as for the idea of losing points for an illegal perm, I’m not entirely opposed. Automatic deductions are a very bad idea, mostly for the reasons already talked about here, but also because it will create a lot of timidness on the part of the permer, tipping the balance in the complete opposite direction to what we have now and creating just as much stagnation. Everybody will run around but nobody will kill each other. Maybe there will be more jailing. Getting jailed is really boring.
Anyway, people have already said why it’s a bad idea, so I’ll get to my point. People who kill somebody when they have no reason are bad for the game. People who abuse the restore system by just killing whoever they see and letting the RPC clean up the mess are bad for the game. …But not all perms are that black and white. It isn’t always "I was having a bad day, so I killed him, I don’t even remember why" nor is it always "I’ve been making think logs about killing this guy ever since he killed my brother and my wife and my friends and then I got a spyapp to kill him but then he switched clans so now he’s in a warring clan so I actually have every reason in the entire game to kill him." I mean, if it was that cut and dry the RPC could consist of only one person. If the perm got overturned but the person who did the perming was being reasonable (especially in the event where the RPC got into a lot of debate over the issue) then there’s no reason to punish them, it was an honest mistake. But people abusing the system should have to face consequences.
I’d say this is only necessary for repeat offenders. Why should we let somebody who repeatedly comes up with "Oh, you can restore him, I thought he was somebody else" as their defense continue doing what they’re doing?
