Syntax: feel lethargy <target>
A user of the dark side of the Force can hinder their foes with layers of
hatred and negative energy. Lethargy will cause its target to become less
effective in combat, missing the opportunity to strike sometimes. It will also
slow them significantly when moving between rooms.
If the target is affected by an ability enhancing their speed, such as Force
speed or sprint, it will remove that effect instead of applying its own.
