control system.
Citizens
NPCs tagged (Citizen) are used to influence public opinion about clans using
leadership skills.
Police
NPCs tagged (Police) enforce a planet's local laws. They will attack and
attempt to imprison players caught committing crimes.
Criminals
These NPCs are not tagged, but lurk in the shadows as a result of the planet's
crime rate.
