"MAINTAINING PLANETS"

If your clan controls a planet, you may be asked to help manage it, perhaps by
being appointed its leader (See HELP LEADPLANET). For each world you control,
you need to keep an eye on its crime rating, public opinion of your clan, and
your military presence there.

During peace, when you don't anticipate any attempt to capture the planet, your
main job is keeping crime low and setting taxes so that you can build up
credits to fund future military operations.

The Short Version

- Keep crime below your clan's military presence by setting military funding
levels high enough and responding when crime spikes push it past your
military presence.

- Set taxes high enough to pay for your military levels and generate some
income, but not so high that it severely impacts public opinion.

- Suggested defaults which will work for most planets during peacetime:
Tax rate: 10-20%, depending on clan RP and other planets' income
Military funding: 40, or 50 on planets flagged as corrupt

Use PLANETS INCOME to see the list of planets your clan controls and a summary
of your gains or losses from each.

Balancing Military Presence and Crime

The crime rate rises due to player actions such as bribery and trafficking, but
can also rise on its own due to low public opinion or the planet being a
corrupt world (see HELP PLANET FLAGS). Unless dealing with an acute spike in
crime, the easiest way to keep crime manageable is by setting your military
funding level high enough. As a general rule, if SHOWPLANET <planet> AI shows
that crime is rising per hour, you should increase your military funding
levels.

Your military funding level, set with LEADPLANET MILITARY <#>, represents your
goal. Your actual military presence can be different from this, but will
generally rise or fall to meet the current military funding level over time.

If the crime rate has risen past your current military presence, you'll need to
take action to fix it. Finding and killing criminal mobs will drop crime, while
blockading the planet for a while will raise your military presence. Once your
military presence is higher than crime, ensure your military funding level is
higher than the current crime rate. This should cause crime to fall on its own
over time without continued criminal hunting, assuming nobody is still manually
increasing crime there.

Crime doesn't need to be kept at zero. Especially on corrupt worlds, this may
be impossible to maintain. Instead, aim for 20 crime or less. Crime does result
in embezzlement of some of your tax revenue, but a little of this isn't usually
worth the military funding level it would take to keep crime at 0.

Managing Public Opinion

Crime may also rise due to the planet having a very low public opinion of your
clan. It can help to offset this by lowering the tax rate or using skills such
as bribe and propaganda on citizens. However, if your clan rules by military
might, perhaps you don't need to worry about what the people think. You can
simply raise military funding levels and raise taxes to pay for it, ignoring
the low public opinion.

Low public opinion (under 40) does also mean the population will not grow over
time, which can impact your tax revenue in the long run, but this is very
gradual.

If your public opinion is kept high enough by people visiting the planet every
couple days and using propaganda or bribe on citizens, you can raise taxes
higher than 20% to maximize your income without suffering the effects of low
public opinion.
