Players can become wanted by a planetary government for crimes like murdering
civilians or guards, getting caught trading contraband, using crime-like
skills, destroying non-pirate ships near a planet, and more. Governing clans
also have a suite of tools for managing players' wanted status using the
blacklist empowerment. Local governors can also check a planet's WANTED and
IMMUNITY list using leadplanet wanted. A player's wanted and immunity status
will be displayed when you use the lookup command. WANTED status will reset
when a planet is captured.

Syntax: blacklist <name> <planet name/all>
Add a WANTED flag to a player, causing police mobs to automatically attack
them.

Syntax: pardon <name> <planet name/all>
Remove a player's WANTED status.

Syntax: grantimmunity <name> <planet name/all>
Players with immunity status will not get WANTED status when caught committing
crimes.

Syntax: removeimmunity <name> <planet name/all>
Remove a player's immunity status.
