Allows the doctor to upgrade a patient's existing cybernetic with an improved
cybernetic. Characters with the Cybernetic Expert trait may also remove existing
cybernetics using the command:
&244Syntax: &051cyber <victim&051> remove <cybernetic name&051>
Only non-stat cybernetics may be removed. Removed cybernetics are destroyed and
are not recovered.
