Level 30, 70 and 110 Leadership Skills

These are three leadership skills which allow them to manage public opinion on
planets. Public opinion is important for maintaining control over a world or
when trying to capture a planet diplomatically.

Syntax: smalltalk <citizen/vendor> <clan>

Smalltalk will reveal details of the current public opinion of the given
government clan as well as their current military presence. Any citizen or
vendor mob can be used. Using this skill, you'll even see which effects are
contributing to public opinion so you know how to best respond to them.

Syntax: bribe <target>

At a cost of 1,000 credits, this command can be used defensively to bolster
public opinion or offensively to get police out of the way and increase crime.
If used on a citizen, it will raise opinion of the current government by 0.1.
If used on a police mob, the police mob will go away and crime rating will go
up by 1/3 of a point.

Syntax: propaganda <citizen> <for/against> <clan>

Propaganda allows experienced leaders to sway public opinion however they like.
It will raise or lower support by 1/4 of a point with each use, although it may
fail to convince the target, especially for players with low charisma.

Notes:
* Mobs will despawn when targeted with bribe or propaganda. To continue your
efforts, you may need to wait for more mobs to spawn, which happens every 20
minutes for planetary AI mobs.
