Instead of relying on a centralized note board to post laws, lets add it as a function of showclan.
showclan republic laws 1
showclan telgorn laws 2etc.

I actually like this idea and a bonus is that it would be easy to implement. Make it so the clan leader number 1 and 2 can edit it? Or an empowerment for senators etc?
Not everyone has the common sense, or in fact even wants to download new or revised laws to their datapad all the time

This seems like a good solution.
Make there be an empowerment to write clan laws. The empowerment gives access to the clanlaws command.
clanlaws – Opens a writing buffer.
clanlaws display/view – Shows the current clanlaws
showclan republic laws – Displays the laws for the Republic.
