  I have 1634 points to spend on my new character. Is there a listing of race attributes and which class said race would be best for? Another question, Where can I find that form to make my new characters history?

  You may want to consider a 1 cost / 500 deposit race and then build upon that.

  Points for the EoT haven’t been given out as well so you may end up with more Options.
