Various Changes
A few change rollbacks and bug fixes.
- Passive capital ship refueling is back by popular demand, but tweaked a bit: Capital ships will again gain a low rate of energy at all times, and this is tripled if they have not been in combat recently. If within 2000 units of any non-enemy planet, this increases to 500 / 20 sec. If in orbit if a planet owned by your clan, you will gain 1000 / 20 seconds as well as gradual projectile and hull replenishment.
- Ship dodging now works again on medium or smaller ships which are disabled.
- Pirate spawning is now a bit smarter. It will no longer give more pirates to our first few starsystems, and now has a cooldown for each system so that orbitals get some time to refuel/reload between waves.
- Police will no longer enforce contraband laws on members of their own clan.
- Fixed overly aggressive lowercasing in messages from lua progs and stopped messages to the room from showing to unconscious characters.
