And frigates can bomb now too.

In an effort to make the new planet system more intuitive, more information
about planet stats is now exposed:

- Players will now see the numbers for opinion and military, rounded down to
the nearest 10, on PLANETS AI or SHOWPLANET <planet> AI. This should
hopefully make mechanics a bit easier to observe while still preventing
people from knowing immediately when opponents are active on a planet.

- Messages about the impact of activities will be shown, for example, when
killing a citizen:
Crime on this planet has increased by 0.50.
SomeClan's military presence on this planet has increased by 0.25.

There are also a series of new helpfiles describing how to approach different
aspects of the system, depending on your ingame role: "Planet System Guides",
"Maintaining Planets", "Capturing Planets", "Defending Planets", and
"Crime Networks".

There is also one mechanical change. The effectiveness of bombardment was tuned
around the assumption that players would use cruisers as well as their ship's
squadron fighters to bombard as quickly as possible, meaning we had to make
each bombardment have a limited impact to keep planet captures taking a
reasonable minimum amount of time. On further discussion, it seems like people
rarely used fighters in bombardments to take planets, so this was more of an
advanced/clever tactic than a default one. To simplify planetary assaults and
make it easier to determine squadron capacity for future carriers without
accidentally doubling the speed at which people can capture planets, we've made
the following changes:

- Bombs dropped from ships smaller than a cruiser no longer impact military
presence of clans on planets. They still drop projectiles which can kill
characters on the surface, and still negatively impact public opinion of the
clan dropping the bombs.

- The effect of each bombardment by cruisers or larger on military presence
has been tripled.

- Frigates can now use the bomb command, assuming they have a maneuver rating
of 65 or higher.
