Changes to Citizen and Criminal NPCs for Planetgame features
- Opened the reward for jailing criminals to members of the governing clan.
- Sometimes when killing/jailing criminals, you'll find you have taken care of a "ringleader" which drops crime by more and provides more credits.
- When a criminal escapes being jailed, they'll be replaced elsewhere on the planet instead of just being despawned.
- The amount of citizen mobs is now static (25), regardless of the planet's population. This will allow for more consistent balancing of how long it takes to do various things on planets.
- Reduced the amount of credits which spawn with citizen mobs.
