Even more info about the space combat changes

Weapon recharge rate now depends on the number of weapons installed. Rather than gaining two laser charges and one ion charge every 6.6 seconds, ships will gradually recharge a portion of their total weapons on that interval:
- Autoblasters will be fully recharged after 6.6 seconds.
- Lasers fully recharge after 20 seconds.
- Ions and turbolasers take 60 seconds to recharge.

If your ship has 12 lasers installed, you'll gain four laser charges every 6.6 seconds. If you have three installed, you'll gain one. This uses floating point math, so the number of charges gained might vary from tick to tick.

Other adjustments:
- Autoblasters, lasers, and turbolasers now have independent charge levels rather than sharing the same pool.
- Autoblasters now do 4 shots per fire command instead of 3, but their damage has been reduced to match.
- Autoblasters and ion weapons now have a range of 1000 instead of 900.
- Lasers now do about 50% more damage.
- Turbolaser damage increased by 33%.
- Energy usage on all weapons has been reduced, or eliminated in the case of projectile weapons.
- Pulse damage has been lowered to the point where we might include it in some normal ships. (No promises!)
- Quota used for weapons has been adjusted for balance.
