A code update to change how devs get handled

We've overhauled the development process to make it more interactive and hopefully less "turn on a bot and let it run overnight for 3 days".

Developments can now require more than one breakthrough. This allows us to vary the cost for different types of developments. A capital ship might require four breakthroughs, while a novelty item might only need one. We hope this allows clans to consider developments which are historically not prioritized because they aren't as much of a money-maker. We will adjust the per-breakthrough cost ceiling instead of the overall per-development ceiling, and it'll be 15,000,000 credits for now.

When we enable a clan to begin a development, we'll be setting a list of sciences as well as the number of required breakthroughs. Each breakthrough will choose from that list of sciences, so a new transport might require three breakthroughs in: spacecraft, transportation, spacecraft. The develop command will be restricted to the single science currently needed for the next breakthrough.

For each breakthrough, one of the players participating in the development will need to set the name of the next thing the clan is trying to invent. This isn't the development itself, think of it as an incremental advance required to get there. For example, if you're working on a ship which is supposed to have a better hyperdrive, you might choose "Miniaturized class 2 hyperdrive" as the name of a spacecraft breakthrough.

These "breakthrough goal names" will need to match the science shown for the current breakthrough you're trying to get, and should also match the RP your clan does around the development. We'll review them along with the submitted development RP. If you automated it by putting in something really generic like "better chemistry technology", we will have the clan do an extra breakthrough with a more appropriate name. We're not going to care whether it sounds scientifically perfect, though - be creative!

Information about the current breakthrough will show on showclan, as well as the list of prior breakthroughs on the current project, which character got them, and how much they cost.
