Clan Empowerments
A new clan empowerment to segment ship classes into two
The pilot empowerment for clans has now been split into pilot and bigpilot.
pilot can manage clan vehicles, structures, and any ships up to and including Corvette size. bigpilot can manage clan structures and any ships Frigate size and larger.

NOTE: You will need to go back and give the bigpilot empowerment to everyone who you want to have access to it, since pilot now only gives them access to small ships.
NOTE 2: I also fixed a bug where Number1/Number2 in a clan couldn't use SETCODE on clan ships even though people with the empowerment could. Now they all can.
