Rules on how orbitals can be destroyed have been changed
With the introduction of the new planetgame code and related mechanics, it's become necessary to update our existing rules around war, orbital destruction and capturing planets. HELP CAPITALRULES has been updated to reflect the new system.
The TL;DR: You can destroy a warring clan's orbital ships over a planet when that planet's military support is BELOW 10, and old references to popular support have been removed from the helpfile.
As this is a new system, this may of course change as we work out more balanced ways to handle this going forward.
