Split bombardment up into 2 different sectors.

1) Bombard civilians. This is what hits cities, and is what we know of bombardment currently. Lowers support.

2) Bombard military targets. it’s a more tactical strike. Instead of lowering support directly, it either increases REBEL rating or CRIME ratings.

This second option will allow “good guy” clans to bomb planets and effectively assist in capturing worlds, where as our villains typically don’t care about their reputations.

Increased crime support instead of rebel rating would be more effective. Otherwise, yes.

If the intention is to help good guys, having it increase the Rebel Rating is probably best. As it was(I haven’t honestly put playtime in forever), I recall good guys taking a lot of flak for inspiring crime, so if all it does is inspire crime it’s probably still going to be somewhat of a PR nightmare. With Rebel Rating, it allows the good guys to continue using propaganda, small talk, etc. for longer periods of time, since they all depend on a rebel rating.

Increasing Rebel Rating will allow for propaganda to be used more, and coincidentally inspire crime. Win/Win right there, in my book.

Of course, if people keep up the “What is the best way for me, leader of the Evil Clan, still appear good to win the loving hearts of the pbase” and abandon the Bombardment as we know it in lieu of a similarly effective, more PR friendly bombardment. Then this, to me anyway, seems like it trades one problem(Good guys needing more options) for another(Bad Guys having more options to pretend to be good guys).
