I suggest one of the following things be implemented.

Either:

1. A command to transmit a ‘cargo manifest’ to another ship (useful for orbital checkpoints)
2. A piloting skill to ‘scan’ another ship to see what is in it’s Cargo pods.
3. An empowerment that allows a player, as a member of a government, to scan what is in another ship’s cargo pods.

Which is a waste of 15-20 minutes and completely stupid from an IC standpoint? <!– s:P –><!– s:P –>

Not really. You can scan a ship and see if cargo is full or empty but if you wanna know what they are hauling you need to board them anyway. Random checks anyone?

Being able to "scan" from another ship = dumb AND inaccurate.
Remember, kiddies: even Han Solo had to be boarded by the Imperials to be scanned. <!– s;-) –><!– s;-) –>

I kind of have to agree with this, though..if we want to start talking about things that are dumb and inaccurate, lets look at locateship
