No one is saying you CAN’T hit 150 smuggling. It’s possible, but it’s just more difficult to achieve in the fact it require luck rolling to achieve. Other classes suffer from this problem as well, but to a much less noticeable degree.

Especially for smugglers, though, a boost to how many levels you get for choosing that class would make it more advantageous to choose. I know I have personally chosen an espionage main over a smuggling main because I had the same/almost the same smuggling levels but a better spread across the board.
Edit: Not to mention, there are cases where you would overlook a smuggling main entirely because there is no chance at all that the character will max out or come near to getting tier 4 smuggling.

I just rolled 139 smuggling on a Bothan espionage main, got 150 on the same character as a Smuggler. As a Utai smuggler, I rolled far less despite them having a MUCH better overall smuggling levels. That’s the difference between the bothan’s luck bonus and races without it.
