I know a lot of the diplomacy skills are bunk at the moment, so I won’t even get into questions about those. However, my question is…why do you have to be in a clan to use propaganda? Shouldn’t someone thats not associated with a clan be able to speak out against the Empire/Whoever to citizens? I suspect the reasoning is that the code doesn’t have any concept of a planet declaring it’s independence without another clan immediately taking over the government. It’s definitely something that could be considered though, I like the thinking behind what you’re saying. Going to move this to Mechanics I think where it might get better exposure.

Actually, it used to be possible, however we had a constant problem of asshats wandering around, propaganda-ing every planet, regardless of clan affiliations for the sheer hell of it to be annoying. Now, if someone does that, they can be held responsible by their clan / there can be more reprecussions of it.

AI police could use better integration on this front. If they see someone doing propaganda, they should send a report to the clan and try to arrest the person, etc.
